Andrea Rossi – Happy Easter Anniversary – Remembering the Petrol Dragon – Omar Scam

We will provide many Italian legislative and court documents. We will give both a short version of the Petrol Dragon scam and a long detailed version including all references.
We had to step back, and take a look at where Rossi was and what he was doing from 1995-2008.
This information is critical for the readers to be able to understand the next few chapters in the Thermoelectric scam article.
It was on Easter weekend of 1998 that about 250 cubic meters or about 250 metric tons of highly toxic and hazardous material was leaked by saboteurs into the Ticinello canal.
To set the stage, the ex refinery Omar had been taken from Andrea Rossi by the court and the Region had proclaimed an emergency in the area because of this and a few other sites. That allowed a fast track for the removal of all of the harmful material in the tanks. The ground remediation could come later. The tanks were only used by Rossi to store toxic and hazardous waste. From the time Rossi took over the site in 1989/1990 until 1996 when restoration began Rossi did not keep the site and the tanks in the proper condition for storing this type of hazardous material. In fact, Rossi did not have the permits to store this type of material anyway. The material inside was eating all of the tanks away and some were rusting on the outside, it was reported that some of the tanks were starting to leak.
We will not enter the controversy of who caused the drainage and why, in this article, or the full report when published. Some said it was Rossi (or his employee), some said it was Eni so they would make more money in the cleanup, some said it was Eni’s competitors trying to take over the cleanup, some said it was the crazy environmentalists, some said it was Rossi’s antagonists, etc. What we take as the most interesting aspect about this event is the end result. Because of the 250 ton material leak that resulted in the killing of the fish and the polluting of the canal, it was fishermen who discovered the pollution damage, it was then reported in the news about the discovery of an elaborate network of underground channels from all of the tanks that were connected together and that led not only to the Ticinello canal itself, but to other areas where this liquid material could be dumped underground.
It is possible that tanks containing lesser amounts of pollutants could have dumped their waste into the Ticinello canal slowly, so like highly diluted homeopathic solutions they would never be detected. The drainage system led to other underground areas. The speculations were many for all of the different ways Rossi could be dumping his waste material; we cover all of Rossi’s methods in the full report. It is very possible that without this 250 ton leak this hidden drainage system would never have seen the light of day. It is also possible that the person who opened the valves had no intention of doing any major damage, but was hoping just enough material would leak out to be detected in the Ticinello canal, so the channels and dumping areas from the tanks would be found.

This definitively explains why, according to the Chairman of the Committee on the Environment of the Province, Enrico Fedrighini, over the weekend of Easter, 1 liter of toxic slurry per hour (for 70/80 hours) have passed from the tanks to the wells, [this was a typo, that they corrected later on the 18th, it should have been 1 liter per second] from the latter to the illegal sewer outlet and finally into the Ticinello where reclamation work will be long and expensive having to cover about 12 miles of the course.
